The broad goal of the Pricing Work Group (PWG) is to explore ways in which a wholesale transmission customer can move its power from one point to another in a more economic and efficient manner.

Proposals from the PWG will allow a transmission provider to comply with FERC regulatory requirements and WECC and NERC reliability requirements, as well as minimize any negative impacts to the transmission providers. The PWG will document the projected benefits and costs of implementation for both the customer and the transmission providers.

The near-term goal is to develop a two-year experimental program offering short term firm and non-firm regional transmission service at non-pancaked rates. The experiment would be approved by FERC.

Benefits of the proposed experiment would include a determination of whether the regional rate was accepted and used by market participants, whether implementation of a regional rate results in cost or revenue shifts among the transmission provider, and whether there is increased utilization of the transmission system resulting in increased overall revenues.
